Brethren Appeals to Ombudsman over Obstruction of Deliveries

On 3 June 2025, representatives of the Holy Dormition Kyiv-Pechersk Lavra submitted an official appeal to the Ukrainian Parliament Commissioner for Human Rights.

The reason for the appeal was the denial of access to the monastery grounds for vehicles delivering food for the monks.

According to the valid Order of the National Reserve “Kyiv-Pechersk Lavra” No. 04-07/91 dated 10 August 2023, the entry and exit of vehicles involved in ensuring the daily needs of the Monastery must be carried out daily following the lists approved by the Reserve. However, contrary to its order, the administration of the National Reserve unlawfully issued instructions to block vehicles carrying food, medicine, and other essential supplies for the monks from entering the Lower Lavra. Police officers, exceeding their authority, are unlawfully enforcing this order.

The appeal highlights violations of the monks’ constitutional rights by officers of the National Police of Ukraine and the management of the National Reserve “Kyiv-Pechersk Lavra.” In particular, it stresses the inadmissibility of restricting the right to freedom of religion and to dignified living conditions.

The representatives of the monastery emphasise that no court decision with legal force has been issued ordering the eviction of the monks or prohibiting their presence on the monastery’s territory. Therefore, the brotherhood remains in the Lavra on legal grounds.

We are currently waiting for a response from the Ombudsman and official clarification from the police and the Reserve administration.
